Material change of use

A material change of use is a planning concept: changing how land or buildings are used in a way that planning law treats as development. Converting a house to flats, or a shop to a home, are common examples.

Some changes are permitted development with prior approval; others need full planning permission.

Use classes and permitted changes differ by nation — England’s Use Classes Order is not universal.
